Do you mean with some program that does it on the fly while it is displayed? Or by opening it in an image editing program?
You can colorize graphics in programs like Photoshop, but it will depend on what the wall is. If it has a number of different colors in it, then you may not like the results - unless you have the parent file which allows you to change each component.
In Photoshop, just open the image and hit "Ctrl+U" and select "colorize" box, then use the sliders to adjust the color. When satisfied, save as whatever name you want.
Other image editing programs will have a similar function, just do a "Help>Colorize" search.
If it is someone else's work that you have downloaded, look for a "read me" file to see if the author placed any restrictions in the intended use of his/her work.

Actually, you do have right to hack the hell out of anyone else's work. You simply can't upload it or give it away as your own work. For that you need permits.

Actually if you have photostudio,you can go to the tint option and change the color as well

The colorize function of XnView works very nicely. I don't have the link off the top of my head, but a quick google of XnView will get you there. It is free as well.
